The transdermal delivery system is an easy-to-use topical system that facilitates the penetration of an active ingredient, such as insulin, through the skin layers and into the blood stream. Additionally, the invention includes a method for treating diabetes and other pathologic systemic conditions comprising administering an active ingredient selected from the group consisting of peptides, proteins and mixtures thereof and a pharmaceutically acceptable oxidizing agent.
