A substrate such as a promotional brochure or product container is provided
with an insert holder. A preferably transparent an oversheet is attached
to the substrate over an insert such as a folded product information
sheet. The oversheet is affixed directly to the substrate by adhesive
around a peripherally surrounding the insert, at lest on two opposite
margins or edges straddling the insert. A zone is defined on the oversheet
over the insert where the oversheet is nonadhesive. The oversheet can
capture an inserted item, such as a folded product information sheet,
which is intended to be extracted by a consumer by tearing away a portion
of the oversheet or by laterally extracting the insert. The oversheet
preferably is substantially clear and the edge strips are perforated. A
process is disclosed wherein the oversheet provided on a label roll with a
killed adhesive zone, and is applied on a production line using a label
applicator and series of rollers.
