Hibiscus plant `Balhiblu`

A new and distinct cultivar of Hibiscus moscheutos plant named `Balhiblu`, characterized by its upright and uniform plant habit, flowers having light pink edge fading towards the center to white with a dark red "eye", and light green-colored leaves.
