A cellular mobile radio network selects a cell when a mobile station
accesses the network, if a different cell than initially accessed by the
mobile station is better suited to provide the types of services required
by the mobile station, and is available. If a better cell is selected, the
network initiates a hand over of the mobile station to the selected cell.
