A method of preparing a dye solution having a high concentration and high
stability, wherein a counter ion-free dye and a base having a pKa value of
from 6.6 to 9.0 are dissolved in a solvent having a relative dielectric
constant of at least 10 at 20.degree. C., and a silver halide emulsion and
a silver halide photographic material which are reduced in fogging by the
use of the dye solution prepared in accordance with the aforesaid method.
