A latch device is provided having a latch mode and a transparent mode. In
the latch mode, the latch device synchronizes a data signal to a clock
signal. In the transparent mode, the data signal drives the output without
clock synchronization, such that the clock input signal is unused. The
latch device can be employed in an optical driver for optical network
laser diodes.
