A process for producing chlorine by oxidizing hydrogen chloride with
oxygen. The process uses various supported ruthenium catalysts or a
catalyst system containing (A) an active component of a catalyst and (B) a
compound having thermal conductivity of a solid phase measured by at least
one point within a range from 200 to 500.degree. C. of not less than 4
W/m. .degree. C.
