An optical element including a binary blaze grating formed thereon, wherein
the binary blaze grating is formed so as to have step differences formed
by a number of levels produced by mechanical processing. The number of
levels is equal to or more than 5 and the height of the step difference is
greater than or equal to 1 .mu.m.
