between picture frames in a picture sequence. Then, a coding mode corresponding
to each of the picture frames of the group is determined. Subsequently, preceding
is performed according to the coding mode. Then, the coding of a picture is performed
by controlling a coding parameter according to a result of the preceding and to
the coding mode.
