A developing apparatus includes a developer container for containing a developer containing toner and carrier particles having a volume resistivity of 106-1010 cm; a developer carrying member for carrying the developer contained in the developer container; a voltage applying means for applying a developing bias voltage having a DC component and an AC component to the developer carrying member when an electrostatic image formed on an image hearing member including a surface layer having a volume resistivity of 109-1014 cm is developed by contacting the developer carried on the developer carrying member to the electrostatic image, wherein a volume resistivity of the developer carrying member is 110-;1-1102 cm.
