The dispensing apparatus comprises a support element adapted to support a supply of web material, a first dispensing rib, a second dispensing rib opposing the first dispensing rib, and a turning rib. The first dispensing rib and the second dispensing rib define a dispensing orifice. The turning rib is disposed parallel to the dispensing orifice and occludes the dispensing orifice.
