The invention includes storing an address of a pertinent control cell reception buffer buffering a first-arrived new control cell, when the new control cell is received during a transmission of output control cells. Reception processing of the pertinent control cell reception buffer is then performed using the stored address when the transmission of the output control cells is finished.
