Radio resource management (RRM) components and methods for a wireless
telecommunications system utilize Finite State Machines (FSMs),
preferably dividing RMM functions on the basis of Real Time (RT) and Non
Real Time (NRT) communications and also UpLink (UL) and DownLink (DL)
functions. The use of FSMs for RRM functions promotes Quality of Service
(QoS), maximum system capacity and stability and coordination among
different RRM algorithms
