A new cultivar of Hydrangea plant named `RIE 04` that is characterized by broad upright habit, large medium-green leaves, flowers that are yellow-green to dark pink in color, and unique inflorescence development. In combination these traits set `RIE 04` apart from all other existing varieties of Hydrangea known to the inventor.
