Each base station control apparatuses has a radio channel data table including a group of radio channel data as a specific group of radio channel data, and selects one of the radio channel data of the specific group as a specific radio channel data in response to a channel allocation request. The specific groups of radio channel data for the plurality of base station control apparatuses are different from each other. The radio base station establishes a radio channel between the radio base station and the radio terminal based on the specific radio channel data.
