The civil engineering material comprises 10 to 40% by weight of water on the basis of extrapolation amount added to a mixture, which includes 0.5 to 10.0% by weight of cement and 90.0 to 99.5% by weight of an aggregate powder containing fine powder with 0.1 mm size or smaller in 10 to less than 50% by weight.
