To prevent oscillation of the load on a radio interface between a user
equipment device and a base station of a non-serving cell scheduled in a
decentralized way by a base station of a serving cell, a centralized
control action is performed by a radio network controller to reduce load
congestion on the radio interface in the non-serving cell. Oscillation in
load might otherwise exist over the radio interface due to the
decentralized scheduling trying to maintain a high degree of load in all
cells combined with independent control action by the non-serving cell to
reduce the load congestion.
