In this apparatus, a management section (100) distributes a reception power resource set by a radio network controller (10) to a plurality of transmission schemes used in uplink data transmission based on information reported from mobile station apparatuses (30-1 through 30-N). A first transmission scheme scheduling section (110) and second transmission scheme scheduling section (120) execute uplink data transmission scheduling in accordance with reception power resources distributed to the plurality of transmission schemes.
