The indices of refraction of the first layer satisfies the relation nx1.gtoreq.ny.sub.1.gtoreq.nz.sub.1. The second layer includes amorphous polymer with a glass transition temperature above 160.degree. C., and the indices of refraction of the second layer satisfy the relations |nx.sub.2-ny.sub.2|<0.001 and nz.sub.2-(nx.sub.2+ny.sub.2)/2>0.005.
