A new and distinct cultivar of Bidens plant named `Sumbid 03`, characterized by its outwardly spreading to cascading plant habit; freely branching habit; dense and bushy appearance; large inflorescences with seven to eight bright yellow-colored ray florets; and freely flowering habit.
