A shock and energy dissipating device includes a number of cylinders
attached to an outer peripheral portion of the vehicle for being actuated
when a force is applied onto the outer peripheral portion of the vehicle
or when a collision happened to the vehicle. A seat device includes a
base seat member, a base support for attaching to a bottom of the
vehicle, an upper support for attaching to the base seat member and a
moving device disposed between the base support and the upper support and
coupled to the cylinders for moving the base seat member in response to
the cylinders and for absorbing and dissipating an energy that may be
transmitted to vehicle drivers or passengers of the vehicle.
