A method for communicating information between mobile units includes identifying by an establishment a receiving mobile unit using a unique identifier. The method also includes generating baseband message data representing a message by constructing at least one data packet from a plurality of data fields. The data fields include a unique identifier of a transmitting mobile unit, and the unique identifier of the receiving mobile unit. The method further includes upconverting the message data from baseband to radio frequency for transmission to the receiving mobile unit. The method still further includes transmitting the upconverted message data from the transmitting mobile unit to the receiving mobile unit.
