The protective layer includes MgO, at least one element of Si, Ge, C and Sn, and at least one element of fourth, fifth, sixth and seventh group elements of a periodic table. This plasma display panel performs stable discharge characteristics, such as a driving voltage, thereby displaying an image stably.
