A new and distinct cultivar of Dahlia plant named `VDTG31`, characterized by its compact, upright, somewhat outwardly spreading and mounded plant habit; freely branching growth habit; dark-colored foliage; freely flowering habit; daisy-type inflorescence form; inflorescences with orange red-colored ray florets; and good postproduction longevity and garden performance.
