participating members, the resources of the health care provider, a
participation-based incentive program for participating members, and the
availability of customized health screenings or health education, allows
the medical services provider to offer a health care program to a group
that balances the financial resources of the group with the available
medical services to work towards a goal of improving the overall health
of the group.
