A pivot arm (22) is mounted on the base (12) for rotation through 180 degrees about the transverse axis (18) and at least one LED (24) is mounted with the pivot arm (22). Electrical means (26) are enclosed in the base (12) and pivot arm (22) for supplying electrical energy to the at least one LED (24). A cover 30 is mounted with the base (12) and is rotational about the longitudinal axis (14).
