This determining step determines a first filter strength value if the block has non-zero transform coefficient information and determines a second filter strength value if a motion vector difference between a motion vector of the first block and a motion vector of an adjacent second block is greater than or equal to one. The first filter strength value is greater than the second filter strength value.
