A device for preventing dock piling or structure piling uplift includes a
tubular member concentrically disposed around the piling so as to form an
annular space between the tubular member and the piling. A heating
element is disposed within the tubular member and connected to a power
source. The heating element prevents the water or ground within the
annular space from freezing to a point where it adheres to the piling and
shifts the same upward in response to changing tides or ground shifts in
cold weather.
