An optical component having an incident surface and a light exiting surface wherein where a collimated light is incident on the incident surface, the light intensity of the outgoing light from the light exiting surface is anisotropic along an azimuth angle of 30.degree. to the normal and a ratio of the maximum intensity value and the minimum intensity value is 1.2 or more and a plurality of irregular lens rows are aligned on one of the incident surface and the light exiting surface to form an angle within a range of -30.degree. to +30.degree. on the incident surface or light exiting surface.
