one or a plurality of devices managed by a manager device, for decreasing the cost
of monitoring measurements, while using conventional techniques for managing problems.
The cost saving is achieved when the managed devices conform to the expected quality
of service. This saving does not negatively affect the response time required to
detect either solid failures or performance problems.
