A new cultivar of Cuphea named `FLAMENCO RUMBA` that is characterized by open upright habit, dark yellow-green foliage, and large light red flowers that bloom continuously through spring, summer and fall. In combination these traits set `FLAMENCO RUMBA` apart from all other existing varieties of Cuphea known to the inventor.
