The charging member has: a first layer that is placed in contact with the developer bearing member and that contains a conductive agent; and a second layer that is positioned on a side opposite from the developer bearing member with respect to the first layer, and that contains a conductive agent at a density that is greater than the density of the conductive agent contained in the first layer.
