The apparatus includes a housing, one or more fluid tanks disposed within the housing, a fluid modification network in fluid communication with the one or more fluid tanks, one or more dispenser nozzles each including a hose that are connected to and in fluid communication with the fluid modification network, and a controller connected to fluid modification network.
